What to know before you apply:
Make sure your wine list meets these basic requirements:
- The list must provide vintages, appellations and prices for all selections—including wines by the glass. Please note that spelling and overall presentation and appearance of the list is taken into consideration.
- The submitted wines list must be an exact copy of what is currently in use in your restaurant. Lists entered reflect what your customers will see and have access to.
- Entries from private clubs are not eligible.

The 2021 entry fee for new applicants is $200, reduced from $475 last year, as part of our effort to support the restaurant industry in these challenging times. Please note that all new applicants must fill out the online portion of the application as well as upload the following materials:
- Your current wine list
- Your current dinner menu
- A one-page cover letter on your restaurant letterhead describing your storage conditions, inventory, pricing and any other information you feel is relevant to your wine program. This cover letter must be in English (optional, but encouraged).
- Up to 3 images of the restaurant (optional).*
- Headshot of the wine director or sommelier (optional).*
Once you have finished the online portion, you will be sent an updated information form. Please ensure the details on that form are correct, sign the form and then either mail or email back to us along with your signed Headshot Release Form (where applicable).

Special Order Shipping License: Allows the winery to ship wine upon order directly to Kansas consumers for personal or household use.
The special order shipping license is available to any maker or producer of wine whether in this state or in any other state who holds a valid federal basic wine manufacturing permit. Authorized to ship wine upon order directly to Kansas consumers for personal or household use. May use the services of a Kansas licensed fulfillment house to warehouse and package its wine and process and ship orders for such wine to consumers.

Application Prerequisites
- New applicants are required to obtain a Federal Employer Identification Number (FEIN) prior to submitting your application for liquor licensure if they do not already possess their FEIN. For more information, go to: http://www.irs.gov/
- You must register for business taxes. Choose either the online option or paper form below.
- All applicants must have a valid Tax Clearance Certificate from the Kansas Department of Revenue for the entity. Apply for a Tax Clearance Certificate using your entity's FEIN.
Apply/Renew Online
To use the online system you must pay using an electronic check or credit/debit card. Please note that the payment processing vendor charges a service charge for electronic payments, $1.50 for an electronic check or 2.5 percent of the total for credit/debit card use.
New Application
Kansas Applicants
To apply you must hold a Basic Permit to manufacture wine.
- Submit a copy of your approved TTB Basic Permit (TTB F 5100.24) to manufacture wine.
- Kansas Wine Manufacturer Only - Post a $750 escrow or surety bond using the forms below:

Out-of-State Applicants
- Copy of your Irrevocable Consent to Jurisdiction (ABC-160) form that has been stamped 'FILED' by the Kansas Secretary of State*
- Submit a copy of your approved TTB Basic Permit (TTB F 5100.24) to manufacture wine.
- Post a $750 escrow or surety bond using the form below:
*If you previously filed the Irrevocable Consent to Jurisdiction (ABC-160) form with the Kansas Secretary of State, you are not required to file this form again.
Renewal Application
Gallonage Tax and Sales Report
Kansas Licensees
Kansas Farm Wineries and Kansas Manufacturers holding a Special Order Shipping License must file a Monthly Gallonage Tax Return and Sales Report (ABC-1013) and pay the gallonage tax to the Director of ABC by the 15th of the following month.
Out-of-State Wine Manufacturers
Out-of-state wine manufacturers holding a special order shipping license must file a quarterly gallonage tax return and sales report electronically and pay the gallonage tax to the Director of ABC by the 15th of the month following the end of the quarter.
